3、发放比价文件时间：2023年3月15日下午15：00起
4、发放比价文件地点：重庆市九龙坡区华建支路1号公司采购部
5、报价方式：阳光七采平台报价或密封报价
6、报价截止时间：2023年3月24日上午12：00（北京时间）
7、比价单位：指具有独立法人资格。
合格比价人的范围：
7.1.比价人注册资金不低于50万。
7.2.具有独立承担民事责任的能力。
7.3.比价人应遵守有关的国家法律、法令和条例。
7.4.具有良好的商业信誉和诚信的职责；
7.5.具有履行合同所必需专业技术能力和提供本次所比价要求货物的能力；
7.6.如比价人代表不是法定代表人，须持有《法定代表人授权委托书》(统一格式)。
*8、报价方式和要求：
8.1.电子平台报价：
1） 按照阳光七采电子平台格式填报，报价金额写明含不含税价，并要求写明税率、质保时间、交货期等内容；
2）上传附件包括：报价表扫描件、公司营业执照扫描件、必要的资质证明文件、技术相关要求内容等。
8.2. 密封纸质报价，包含含税报价单及分项报价、公司营业执照扫描件、必要的资质证明文件、技术相关要求内容等。
8.3.不按以上要求报价的，报价内容不符，有明显错误等，视为无效报价。
9、结算与支付方式
9.1终验收合格，双方签署验收报告后出具终验收报告支付90%；供货方开具合同全额增值税专用发票；
9.2质保金10%，一年后无息支付，支付合同总金额的10%。
10、比价方式：
10.1一次性报价进行评标；
10.2报价公司资质必须满足资质要求；
10.3报价书必须满足技术参数要求，最低价中标。
11、交货期：自合同生效之日起1个月以内完成安装调试。
12、比价时间：2023年 3月24日下午14:00。
