The group company shoulders the sacred mission of "strengthening the army to serve the country, strengthening enterprises and enriching the people", always adheres to the people's first and life first, regards safety as the top priority, and the safety production situation continues to be stable, and the "safety weapon" is inseparable from the common adherence of every cadre and worker. Since the launch of the 22nd "Safe Production Month", all member units have carried out various safety education activities in a solid manner, in order to firmly establish the concept of safe development and effectively enhance the awareness and literacy of the majority of cadres and employees of safe production, we have issued an initiative to the majority of cadres and employees of the group company:

1. Study and implement General Secretary Xi Jinping's important expositions on safe production and firmly establish the concept of safe development

The whole group should combine the ongoing study and implementation of Xi Jinping's Thought on Socialism with Chinese Characteristics for a New Era, deeply study and implement the important expositions on safe production, consciously take General Secretary Xi Jinping's important expositions as the source of living water and logical starting point for grasping safe production work, understand the law, clarify the direction, learn methods, increase wisdom, and effectively improve the ability to perform duties.

Adhere to the supremacy of the people and the supremacy of life, strengthen the awareness of red lines and bottom-line thinking, highlight the cultivation of safety culture for all employees, strengthen responsibility, abide by rules, and strictly hold accountable, and firmly establish the concept of safe development with a very clear, very strong and very firm attitude.

2. Strengthen the implementation of responsibility for safe production and build a solid line of defense for safe production

All units should resolutely shoulder the political responsibility of preventing and resolving major safety risks in accordance with the requirements of "the party and the government have equal responsibility, one post has dual responsibility, grasp and manage together, and pursue responsibility for dereliction of duty", and strictly implement the responsibility of the main responsible person as the "first responsible person" for safe production.

It is necessary to improve the responsibility system for safe production of all employees of the enterprise, improve the safety production responsibility system covering all employees, the whole process and all aspects, and ensure that the responsibility for safe production is "horizontal to the edge and vertical to the end".

It is necessary to persist in strict management and love, strictly take the lead in the word, give full play to the role of the assessment baton, implement the "one-vote veto" for safe production, and truly ensure that there is no production when it is unsafe.

3. Strengthen the investigation and rectification of hidden risks, and the main responsible persons should strictly implement the "five leaders"

The main responsible person of each unit shall take the lead in organizing the investigation and rectification of major accidents and hidden dangers of the unit, take the lead in implementing the responsibility of all employees for safe production positions, take the lead in carrying out investigation and rectification of dangerous operations such as hot fire, take the lead in carrying out investigation and rectification of production and business activities such as outsourcing and leasing, and take the lead in carrying out emergency rescue drills for accidents to ensure that production and business activities comply with laws and regulations.

It is necessary to effectively improve the quality of investigation and rectification of hidden risks, effectively improve the strong willingness and ability level to discover and solve problems, and eliminate hidden problems in the bud.

4. Strengthen emergency rescue plan drills and promote the improvement of safety skills and literacy

It is necessary to organize and carry out self-rescue and mutual rescue skills training and normalized practical emergency drills, focus on capacity improvement, grasp the implementation of drills, focus on actual combat results, do a good job in drill evaluation, effectively improve the safety literacy of the majority of employees, and enhance the emergency response ability of emergencies.

5. Strengthen publicity and training on safe production, and implement the "start from scratch and strive for zero" safety production
